birdnet-go-dev: bump bundled ONNX Runtime to 1.31.1 for BirdNET 3.0 (#3182)

* birdnet-go-dev: bump bundled ONNX Runtime 1.25.1 -> 1.31.1

BirdNET 3.0 requests ORT API version 29; 1.25.1 only provides up to 25,
so the V3.0 model was skipped at startup. 1.31.1 (API 31) is the latest
stable release and matches upstream's Taskfile ONNXRUNTIME_VERSION.

Since build 20261102.1 the upstream code (tphakala/birdnet-go#4631) uses an ONNX Runtime binding that requests C API version 29, which 1.25.1 (API 25) does not provide, so every model that initializes ONNX Runtime failed to load: BirdNET 3.0 was missing from the active models, the geomodel range filter fell back to the older metadata filter, and the ONNX bat models and privacy VAD could not load when enabled. BirdNET V2.4 (TFLite) and Perch V2 (OpenVINO) were unaffected

Upstream landed its own model-consensus false-positive filter, which conflicted with the first-daily-consensus PR (alexbelgium/birdnet-go#63) in `config.schema.json`, the realtime settings struct, the clone helper and their tests; its branch has been merged with main so both filters live side by side. Version `20261102` was taken by the reverted build earlier today, hence `.1`.
