wger: set DJANGO_DEBUG=False so upstream collects static files (#3123)

Upstream's entrypoint only runs collectstatic when DJANGO_DEBUG is literally
"False". The add-on never set it, so node and fontawesome assets were never
collected and returned 404, leaving the dashboard blank.
