fix(plex): create TMPDIR before installing packages

The LSIO base sets TMPDIR=/run/plex-temp but does not create it. Since
ca-certificates 20260816ubuntu0.26.04.1 reached resolute-updates, the
upgrade in ha_automodules.sh runs its postinst, which fails on mktemp
and leaves dpkg half-configured, so every later apt-get install in
ha_autoapps.sh fails ("Error : jq not found"). Reproduced on the ls329
rootfs with and without the directory.
