fix(cleanuparr): build from the published :latest image (#3174)

* fix(cleanuparr): build from the published :latest image

Track ghcr.io/cleanuparr/cleanuparr:latest with the container source and
build FROM $BUILD_FROM, as letta_code and immich do, so the updater can
only select a version whose image exists on the registry.
